Agenda and preparation of the meeting of Frankfurt meeting (15.-17.01.2002)

Dear Project team members,

We are now two months away from the third PT25 meeting in Frankfurt (Germany). This email is intended to provide you some general information with regard to the preparation of the meeting.

We made excellent progress in 2001. Thanks for the good co-operation so far. The next year will bring us much closer to the standard 61400-25! I propose that we publish a second WD soon after the Frankfurt meeting reflecting the agreements made in Frankfurt. And to reach the level Committee Draft for Vote (CDV) by the end of 2002. Normally a Committee Draft (CD) is circulated for comments from the national committees. However, since most of the major wind power companies in the world are directly or indirectly involved in the process of producing the working drafts I expect few additional comments on our final working draft during the committee stage. We therefore have the possibilty to go directly from the final working draft to a CDV. Any comments could then be treated as comments on the CDV. If we make good progress in 2002 we could reach the Final Draft International Standard (FDIS) already in 2003.

The wind power industry starts growing very fast and I guess you all agree that we need this standard very soon. In order for this short-cut process to work it is extra important we make sure to take into account all comments and suggestions on the contents of the working draft, both from project members and external parties so that we can reach consensus on the CDV.

I have attached a draft schedule for 2002 [pdf]. The schedule shows the agreements we should try to reach at the different meetings next year so that we can reach consensus on the next stage of our standard. You can help us to meet this schedule by getting prepared for the Frankfurt meeting to have a fruitful and efficient meeting in January.

During the meeting in Frankfurt we should reach consensus on:

  • the requirements - clauses 5-8,
  • principle directions for the information models and modelling method (IMM)
  • clauses 10 and 9
  • principle directions for the information exchange methods (IEM) - clause 11
  • principle directions for the mapping(s) and stacks (MS) - clause 12
  • principle directions for the conformance testing - clause 13

I have identified the following issues of the present working draft to be discussed in Frankfurt:

I. Scope (just make sure that we understand all the scope!)
II. Requirements
III. Components & Information
IV. Information modelling & Services modelling
V. Protocol stack mappings
VI. Comformance testing

These parts are the deliveries from our project.

For the next meeting I would like to ask you to think about in what way you can contribute so that we can produce these deliveries according to the proposed schedule in the attachment.

Once again we have a tight schedule for the meeting [pdf]. Please find attached the agenda for the meeting in Frankfurt.

We need to get consensus on the following three crucial issues:

1. Does the draft content of the 1WD in principle meet most of the requirements for Wind Power Plants (WPP)? Take into account that some details are not yet incorporated - they are indicated only. Which components and associated information should be included for monitoring and control of wind power plants has to be decided in Frankfurt and the next meetings.

2. Can the approach, re-using an excerpt of 61850 as indicated in the first WD, be applied to specify the standard?

3. Can the mapping of the models and services as defined in 61850-8-1 be one option we choose in 61400-25? Do we have an additional option to be included?

The mapping document defined in IEC 61850-8-1 <<57_564e.pdf>> can be requested from Anders Johnsson or Karlheinz Schwarz.

Please note that this is an official IEC document for our work within PT 25 only!

Karlheinz Schwarz will explain 61850-8-1 during our next meeting. Note that the mapping is important for the implementation of basic communication software only. The information models are independent of the mappings!

Regarding the first issue I would like to ask everybody to read carefully the first working draft (1WD), and possibly to provide written comments on these clauses prior or at the meeting. I would like to ask you to prepare a list of information you want to have in the standard. What kind of hiearchical structure should there be?

The second and third issue concern whether you are supporting the proposed modelling approach (clause 9 and the following clauses) in our first working draft of IEC61400-25 and the mapping to application layer protocols.

Karlheinz Schwarz will present the IEC61850 approach used in clause 9 and the following clauses at the meeting. Also, those of you attending the preparatory meeting (seminar) on 14 January will get a comprehensive introduction and tutorial on the approach of IEC 61850.

There will be time to discuss these issues. Furthermore, I invite all of you to present optional solutions for modelling methods, the information and other service models. Or to present options for mappings to a particular application layer protocol.

Thus, if you would like to give a presentation on the above or another issue, please tell me what your topic will be. If you need more than 20 minutes please notice me well in advance so that I can make sure we allocate time on the agenda.

It would be very helpful if you could provide your material (slides, specifications, ..., comments) in electronic form to me so that I can distribute it to the members well in advance and Karlheinz can post it on our web site.

The better we are prepared - the more progress we can make in Frankfurt.
